<p>As a way of accessing alternate financing and avoiding debt on local government balance sheets:</p>
<ol style="list-style-type: lower-alpha;">
<li>Investigate opportunities to utilise the Infrastructure Funding and Financing Act 2020.</li>
<li>Explore other Special Purpose Vehicles as a mechanism for new infrastructure investments.</li>
</ol>
