The following steps should be put in place to recognise the complexity of major project leadership:

1. Develop guidance on the skill sets and appointment processes appropriate for the leaders of New Zealand’s largest projects.
2. Establish a New Zealand Major Projects Leadership Academy based on proven international approaches and make completion a requirement for project leaders.
3. Ensure accountability mechanisms and remuneration are aligned with the complexity and risk project leaders are managing on behalf of the government.
